Workforce Investment Act
The Workforce Investment Act of 1998 (WIA) replaced the Job Training Partnership Act. The goal of this act is to train and place individuals who are "economically disadvantaged" in the labor market. Persons with disabilities who meet the WIA criteria are eligible for On-The-Job Training programs that reimburse employers up to 50% of an employee's wages during training. 3. Utilize California One-Stop Free Services
Hire Qualified Workers through One-Stop Centers
One-Stop Career Centers are federally funded workforce development centers that serve businesses and job seekers by providing employment services at no cost. The City of Los Angeles Community Development Department established a network of One-Stop centers situated throughout the City to provide a one stop business approach to meeting human resource needs of local businesses, to make them more competitive.
Each One-Stop center offers a wide array of services for job seekers and employers, provided by various agencies under one roof--
No-cost services to job seekers:
- employment preparation workshops
- career counseling
- job placement
- use of computers & access to the Internet

- thousands of local job listings and training resources

Find Qualified Workers
Employers can fill job vacancies by listing open positions with their local One-Stop center, where career counselors and job placement specialists work as a team to identify job seekers that meet specific job requirements. Job seekers are pre-screened and interviewed to ensure a good match between the job requirements and the applicants training, experience and career goals. Only the most qualified applicants are presented to the employer for approval and subsequently scheduled for interviews.
Services for Persons with Disabilities
In addition to the full array of services provided to employers and job seekers, One-Stop centers offer additional services for persons with disabilities and the employers who hire them. Disability Coordinators help companies fill job vacancies by identifying the most qualified applicants that meet each employers specific job requirements. The only difference between these applicants and any other job seeker is that they have a disability.
In cases where an employer hires a person who needs an accommodation to perform essential job duties due to a disability, the Disability Coordinator works with the employer, the employee and vocational rehabilitation professionals to find the best solution. The Disability Coordinator also helps determine whether a disabled employee may need additional training in order job requirements, and assists eligible employers in obtaining on-the-job-training reimbursements and other financial incentives.
